The Law on Local Self-Government was created in such a way, it pays due attention to the special needs and concerns of non-majority communities in the Republic of Kosovo.

You can read the section on enhanced competencies for some of the specific rights that belong to some specific municipalities. In addition to guarantee representation of non-majority ethnic communities within each municipal assembly, the Communities Committee is established as a permanent one. Moreover, in municipalities where at least 10% of citizens belong to non-majority communities, the position of deputy chairperson of the municipal assembly for communities is reserved for the representative of these communities. The deputy chairperson of the municipal assembly for ommunities shall promote inter-municipal dialogue and serves as the official focal point for addressing concerns and interests of non-majority communities at assembly meetings.

The deputy chairperson of the municipal assembly for communities is responsible for reviewing the complaints of communities or their members so that the acts or decisions of the municipal assembly do not violate their constitutionally guaranteed rights.

If the municipal assembly does not review the act or the decision, or the deputy chairperson of the municipal assembly considers that the result, after the reconsideration, still constitutes a violation of constitutionally guaranteed rights, he/she may submit the case to the Constitutional Court, which may decide on admitting the case for consideration.

Similarly, municipalities where at least 10% of citizens belong to non-majority communities have a deputy-mayor for communities. The deputy mayor for communities shall help the mayor through counseling and guidance on issues pertaining to the minority community.

Moreover, Regulation No. 02/2010 on Municipal Offices for Communities and Return has established special offices to protect community rights, ensure equal access to services and create conditions for a sustainable return; these offices are mandatory in all municipalities; they report to the mayor; the size of the office and the number of staff positions is set depending on the percentage and the needs of the communities residing in the municipality concerned, as well as the expected or planned number of returnees and repatriated persons.

The basic tasks of the Municipal Offices for Communities and Returns are to establish contacts with all communities and categories of beneficiaries (e.g. returnees, repatriated persons or social cases from the ranks of communities that are numerical minority in the respective municipality), assessment of community rights/beneficiaries' needs. co-ordination and cooperation with NGOs, donors and other stakeholders, preparation, monitoring or evaluation of projects benefiting communities, facilitating access for communities to opportunities to participate in drafting relevant strategies/policies/plans, monitoring of policies related to the protection/promotion of community rights or specific beneficiaries, providing of advice (written or oral) to the municipal assembly or the executive organs of the municipality regarding matters relating to protection/promotion of community rights and public information or awareness of communities and special groups of beneficiaries.
