Consultative committees are the highest level of active participation. Committees constitute a relationship that is based on co-governance, in which citizens engage in the decision-making process.

Consultative Committees

The municipal assembly shall establish consultative or sectoral advisory committees in order to ensure participation of citizens in the decision-making processes in the municipality. The municipal assembly may also establish temporary consultative committees on certain issues.

The establishment of consultative committees is regulated through the MLGA Administrative Instruction on the Procedure for Establishment, Organization and Competencies of the Municipal Consultative Committees. Consultative committees are comprised of five to seven members, who should reflect gender representation.

The role of consultative committees is to give proposals on regulations; give opinions, proposals to the mayor, assembly, committees, which are based on analysis and research.
